The Lompoc Record from Lompoc, California (2024)

Wednesday, February 1, 2006 THE LOMPOC RECORD A3 Hanco*ck Central CoastCalifornia trustees gear up for bond campaign I 1 7 By Michelle Hatfield STAFF WRITER Hanco*ck College trustees unanimously gave the go-ahead Tuesday night to placing a $180 million school bond on the June 6 ballot. The decision came at a special board meeting after 45 minutes of discussion from community members and trustees. All 12 people who spoke during public comment supported the bond. v. Speakers represented college staff, students, community agencies and activist organizations.

Voicing the Interests of young and old, they recalled their experiences with Hanco*ck or those of family members. Trustees and school administrators have been considering a bond for almost four years to repair aging buildings and construct new facilities. It will cost Hanco*ck $105,000 to put the bond on the ballot in three counties. While most of Hanco*ck's district sits in Santa Barbara County, a handful of voters fall within San Luis Obispo and Ventura counties. The district's next step is 120 days of fund-raising and campaigning.

Similar bond elections can cost $200,000 to $300,000, said Jose Ortiz, Hanco*ck College president. That money can not come from school funds, but can from private donations. Rose and Mort Russell spoke at the meeting, representing the community's senior citizens who take many of Hanco*ck's non-credit community programs. The couple said seniors appreciate and support the college's "ever-developing community programs, a staple of life-long learning," Rose Russell said. Ortiz presented a draft list of projects staff would like to complish with the bond money. The schedule includes a one-stop student services center, public safety complex, child-care center, fine arts complex, physical education addition, industrial technology modernization, technology center all at the Santa Maria campus and a Lompoc Valley Center science building. The goal is to update facilities that are behind the times and falling apart, especially for highly skilled career paths such as health care, police and fire.

During public comment, Steve O'Neill relayed his experience with Hanco*ck's wear and tear over his 36 years as a teacher, He said he's stood on a floor without linoleum and had ceilings and raindrops falling on his head. "Never have I ever seen an issue that is so one-sided. I've not met one staff member against this bond," said O'Neill, who was speaking on behalf of the school's Academic Senate. "You have the unanimous support from the faculty." Officials are hoping for $19 fense during a 1987 trial in Santa Maria. After a November 2004 evidentiary hearing, Garcia found that Biely ignored a possible alibi and potential inconsistencies in Alcox's confession to police.

Garcia did not rule on Alcox's guilt or innocence, instead focusing on the issue of inadequate legal representation. Alcox's alibi claim that he was with friends on Vandenberg Air Force Base at the time of the murder was not admissible because it was included in documents filed after the evidentiary hearing, prosecutor Franklin argued in a motion filed late Monday. He spent more than 18 years in prison after he was convicted of murder. If the appeals court affirms Garcia's ruling, the District Attorney's Office can file for a review of the case with the California Supreme Court. If prosecutors decline further appeal, the Alcox case may go to trial this year. If the justices side with prosecutors and find that Garcia's decision was wrong, the original conviction would stand and Alcox would be sent back to prison.

officer violated policy when he killed teen BY QUINTIN CUSHNER SENIOR STAFF WRITER The Santa Barbara County District Attorney's office has filed its final motion with a Ventura appeals court that Feb. 9 will consider whether a man convicted of murdering a Lompoc innkeeper almost 20 years ago deserves a new trial. The three-justice panel at the 2nd District Court of Appeal next week will consider arguments from Senior Deputy District Attorney Gerald Franklin and Alcox's attorney, Juliana Drous. The justices will decide within 90 days whether to affirm or reverse a June 22 ruling by Superior Court Judge Art Garcia, who ordered a new trial after finding that Alcox's former attorney, the late Ken Biely, mounted an inadequate de Commission by Paul Chavez ASSOCIATED PRESS LOS ANGELES The officer who shot a 13-year-old boy to death after the youth rammed the vehicle he was driving into a patrol car violated Los Angeles Police Department policy, the civilian-run Police Commission ruled Tuesday. While the commission determined that Officer Steven Garcia acted properly when he drew his weapon at Devin Brown, commissioners said he violated policy when he fired 10 rounds, striking the boy six times.

The 4-1 ruling was at odds with that of Police Chief William Bratton who determined Garcia had followed use-of-force policies. The Feb. 6, 2005, shooting inflamed tensions in South Los Angeles, and the Police Commission's ruling was being closely watched by community activists who have accused the department of racism. Brown was black and the officer is His- panic. More than two dozen black spectators stood in silence inside a police auditorium as the commission announced its "The sadness of this incident cannot be overstated," said The Lompoc RECORD Commission President John W.

Mack. "For those of us who are blessed with children, the loss of a child is unimaginable. We all share in this loss and tragedy." The police union's president said he was "angered and dismayed" by the ruling. "The lesson that should be learned from that night is that at 4 a.m. kids like Devin Brown need to be safely home in bed," said Bob Baker, president of the Los Angeles Police Protective League.

"The community needs to work to keep kids away from drugs, gangs and stolen cars." Mayor Antonio Villaraigosa issued a statement saying he recognized "there are strong feelings about this case." "And while some may disagree with the outcome, they should do so with the understanding that a full and complete investigation and consideration of the facts has taken place," Villaraigosa said. The shooting occurred after Garcia and his partner attempted to pull over a 1990 Toyota Camry Brown was driving and he led them on a brief chase that ended with him crashing into a fence. His passenger fled, but Brown threw the vehicle into reverse and rammed a patrol car, prompting Garcia to shoot. OPEN NOW 1 15 North Lompoc, CA 93436 P.O. Box 578.
